What can an construction employer do to improve construction employer morale in hard economic times?

Clearly the weak economy is taking its toll on employee morale. In one recent study, 34% of executives interviewed said they felt uncomfortable with their current employment and would change jobs if they could.
As a retention strategy to guard against executive departure when the economy improves, construction employers might consider some of these low-cost strategies for boosting morale:
Offer flex time,
Implement training and education programs,
Offer child and elder care,
Improve the general quality of job responsibilities by expanding duties into new and challenging areas.
