Major Duties:
Serves as the Chief of Facilities and Maintenance Division providing direction on all matters concerning park maintenance, including the development of long and short range plans for the Seashore. Serves as the facility management expert and member of the park management team to develop and implement management strategies. The employee provides review on all engineering projects including: proposals obtained from all sources for construction, rehabilitation and modification of facilities, and ensures that all projects meet the goals and objectives of the Seashore and include the integration of green environmentally sound solutions, energy efficiency, safety and sensitivity to cultural and natural resource needs in all alternatives.
The Chief of Facilities and Maintenance provides advice on new developments, improvements, retrofitting for new technology and remodeling of existing facilities. As needed develops or supervises development of design specifications, plans and drawings.
Supervises Contacting Officer’s Representative and may serve as Contracting Officer’s Representative for all contracted maintenance or construction work. Contracted work ranges from service contracts to major construction projects, with project costs varying from $1000 to multi-million dollar projects. Projects often are multi-jurisdictional and complex in nature, requiring an understanding of sustainable design, innovative technology, natural and cultural resources and sensitivity to political realities. Prepares rehabilitation and construction cost estimates, workload statistics, budget and operating program for an annual budget of over $1.5 million. Ensures that funds are properly and beneficially expended and staff effectively utilized. Works with staff and other divisions to develop long range plans and program requests (10-237’s and 10-238’s) and priorities for annual repair/rehash, cyclical maintenance, equipment and vehicle replacement. Through division staff, directs all phases of major construction, maintenance, repair and rehabilitation of roads and trails, buildings and utilities systems, grounds, quarters, historical structures and motor vehicle repair shops.
SPECIALIZED EXPERIENCE is defined as experience that equips the applicant with the knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, work experience must clearly illustrate recent and progressively responsible work experience dealing with facility operations/management, sufficient to be able to perform the duties of this position.
Examples of qualifying experience would include:
- Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special purpose installations that include planning maintenance activities and developing maintenance programs.
- Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for work ability, informing contacts of construction and reporting requirements, and supervising operations for conformance with work plans.
- Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects, directing actual work operations, and maintaining appropriate contacts with the organization funding the project.
KNOWLEDGES, SKILLS AND ABILITIES
1. Ability to plan and execute a complex facility management and maintenance program, including long and short-range program planning and experience in the deployment and operation of the Facility Management Software Systems (FM SS) for cost effective management of assets.
2. Knowledge and ability to perform project management relating to the management, rehabilitation and construction of structures and associated utility systems.
3. Skill in the supervision of employees, including assigning and reviewing work, setting priorities, directing and counseling employees, drafting positions descriptions and performance standards, facilitating training and preparing award nominations and adverse actions; and knowledge of Equal Employment Opportunity programs to ensure equal opportunity for subordinate employees in all area of human resources.
4. Knowledge of financial planning and programming including the development and justification of budget requirements.
5. Knowledge of the National Environmental Protection Act (NEAP) and National Historic Protection Act (NH PA) compliance process and the Planning, Environment and Public Comment (Pep) program, and the ability to manage cyclic and repair/rehabilitation programs/projects as they relate to the preservation and maintenance of natural and cultural park assets.
6. Knowledge of an organization’s health and safety program, include in your response knowledge of job hazard analysis, medical monitoring and personal protection equipment programs, OSHA standards, Office of Workers' Compensation (OWCP) requirements, state and appropriate Life Safety, Fire and Health codes to identify trends and correct safety/health hazards.
